Viewpoint: Three-network integration advances in an all-round way

After reading through the specific contents of the plan, the biggest feeling is that the State Council issued a document to promote the full integration of the three networks is the original intention of the good, the existing system, as well as the actual implementation of the three network integration difficulties and the existing three network integration program, The gimmick of the triple play is greater than the substance.

The "plan" requires relevant departments in all regions to accelerate the promotion of triple play in the country on the basis of summing up pilot experiences and promote the interconnection and sharing of information network infrastructure and resource sharing. In addition, the "plan" also put forward six goals for the triple play: First, expand the two-way access to radio and television, telecommunications services to the country, and substantive work; Second, the network carrying capacity and technological innovation ability to further enhance; Third, The convergence business and the network industry accelerate the development; the fourth is the establishment of a scientific and effective supervision and management mechanism; the fifth is the significant improvement in safety and security capabilities; and the sixth is the rapid growth of information consumption.

Obviously, the core requirement of the "Program" is to expand the two-way access to radio and television and telecommunications services nationwide. Frankly, this is a big step forward. Judging from the pilot conditions in the past five years, the two-way entry of radio and television and telecommunication services has not been so smooth. Because broadcasting and telecommunication belong to different systems, two-way access will impact the other party's existing business. The interests and institutional problems have become the biggest obstacle to the progress of triple play.

Although the "plan" clearly requires two-way access to radio and television, telecommunications services, but according to the rules, the balance of the policy tends to radio and television. The "plan" requires that telecommunication services based on fixed networks should be open to broadcasting and TV enterprises in all directions, while telecommunications companies can produce audiovisual content, and they can engage in IPTV transmission and mobile TV distribution services under the supervision of related departments. In some triple-play pilot cities, Telecom, China Unicom and mobile operators have all launched IPTV services based on their own broadband. However, the penetration of broadcast and television operators to the telecom operators is obviously insufficient.

Previously, in order to adapt to the development of new business, Radio and Television launched a large-scale network transformation work across the country. After the completion of the renovation work, the radio and television network has been upgraded from one-way transmission to two-way transmission. From the aspect of user experience, after the radio and television network was transformed, interactive and on-demand functions were added, that is, users can freely order video content. In some areas, radio and television networks have opened broadband access services to users.

It is not difficult to see that the ultimate goal of the "plan" is to convert radio and television into the fourth telecom operator, and the IPTV services launched by three mobile, China Unicom, and telecom operators are more like value-added services. By then, broadcasting, mobile, China Unicom and telecommunications will all be able to operate broadband, fixed line and IPTV services.

One detail needs attention. On the surface, radio and television and three telecom operations have become full-service operators. In fact, IPTV broadcast control rights are still firmly in the hands of radio and television. The three telecom operators still play a role in the IPTV business. Broadcasting and television, on the basis of existing business functions, is attached to the functions of the broadband channel. I ask, what is the significance of such triple play?

According to the definition of triple play, telecommunications networks, cable television networks, and computer networks are mutually infiltrating, mutually compatible, and gradually integrated into a unified information and communications network worldwide. From the definition point of view, the future of cable TV services, as well as broadband services, can be integrated into a platform, which is the so-called one-line home, can carry different operators of broadband and fixed telephones, and cable television and even More business.

Looking at the "three-network convergence" proposal in the "Program", it did not meet the requirements in the definition of triple play. In the future, in accordance with the "three-network convergence" promoted by the "Proposal", the three networks have not yet achieved mutual penetration and mutual compatibility. However, broadcasting and three telecommunications operators have evolved into a full-service support platform. Broadcasting and three major telecom operators are still relatively isolated business support platforms. Originally, the three networks merged by the government is 1+1+1=1; the three networks merged in this “Project” is a typical 1+1+1=3.

Looking from the height of the industry, the advancement of triple play, in addition to triggering more fierce competition, will also lead to a series of negative issues such as the repeated construction of network infrastructure. Earlier, Radio and Television has already spent huge amounts of money to upgrade the network to carry the hardware requirements for operating broadband access networks. In order to promote IPTV services, Telecom and China Unicom have also invested in the construction of an IPTV broadcast control platform.

From a technical point of view, triple play is a complex system engineering. Telecom can do IPTV. Broadcasting and TV can do broadband. This kind of business infiltration is only the first step of triple play. The true triple play requires a combination of lines and operations, such as the use of a single optical fiber to transmit triple-play services.

Judging from the content of the “Programme”, the government’s efforts to increase the integration of three networks will ultimately be nothing more than broadcasting and television operators and three operators, becoming full-service operators, and not promoting deep integration at the service level. The triple play, which has been slowly moving forward, is still a long way to go. It is really the market that can promote triple play, not policy.
