Because broadcasting and telecommunication belong to different systems, two-way access will impact the other party's existing business. The interests and institutional problems have become the biggest obstacle to the progress of triple play.

It is not difficult to see that the ultimate goal of the "plan" is to convert radio and television into the fourth telecom operator, and the IPTV services launched by three mobile, China Unicom, and telecom operators are more like value-added services. In order to promote IPTV services, Telecom and China Unicom have also invested in the construction of an IPTV broadcast control platform.


From a technical point of view, triple play is a complex system engineering. Telecom can do IPTV. Broadcasting and TV can do broadband. This kind of business infiltration is only the first step of triple play. The true triple play requires a combination of lines and operations, such as the use of a single optical fiber to transmit triple-play services.


Judging from the content of the “Programme”, the government’s efforts to increase the integration of three networks will ultimately be nothing more than broadcasting and television operators and three operators, becoming full-service operators, and not promoting deep integration at the service level. The triple play, which has been slowly moving forward, is still a long way to go. It is really the market that can promote triple play, not policy.
