New regulations for energy efficiency will be subsidized

Recently, the reporter learned from the Ministry of Finance that the Ministry of Finance and the National Development and Reform Commission recently issued a joint notice to incorporate high-efficiency motors into the implementation scope of energy-saving products and Huimin Project, and adopt financial subsidies for promotion. Industry experts believe that this subsidy will substantially promote energy-saving motors.

It is understood that the total capacity of China's motor systems is about 700 million kilowatts, but the market for high-efficiency motors is less than 3%, and the overall operating efficiency of motor drag systems is 20% lower than in developed countries. The range of motors involved in this national subsidy policy is mainly applied to the civilian market, and the impact of this subsidy will be great.

Regulations

According to reports, the "Notice on Printing and Emitting Energy-saving Products Huimin Engineering High-efficiency Motors Implementation Regulations" issued this time stipulates that the energy efficiency grades are Class 1 and Class 2 and the rated power is 0.55 kW (inclusive) to 315 kW (inclusive). The low-voltage three-phase asynchronous motor gives a subsidy of 15~40 yuan per kilowatt; for a high-voltage three-phase asynchronous motor with a loss 20% lower than the current admittance standard and a rated power of 355 kilowatts (inclusive) to 25000 kilowatts (inclusive) per kilowatt, 12 Subsidy; RMB 40-60 per kilowatt for a rare earth permanent magnet motor rated at 0.55 kW (inclusive) to 315 kW (inclusive).

The notice clearly stated that the production enterprise is the main body for the promotion of high-efficiency motors. The central government will allocate the subsidy funds to the high-efficiency motor production enterprises, and the production enterprises will sell them to complete sets of equipment manufacturing companies such as pumps and fans at subsidized prices. At the same time, the annual promotion of low-voltage three-phase asynchronous motors and high-voltage three-phase asynchronous motors that are required to apply for promotion of enterprises is not less than 300,000 kilowatts, or the annual promotion of rare earth permanent magnet motors is not less than 10,000 kilowatts.

Implementation details need to be improved

Cao Limin, the director of the Integrated Information Department of the China Electric Appliance Industry Association’s Small and Medium Motors Branch, told reporters that the association began to participate in the formulation of the regulations last year, and the details were announced after a year of brewing.

The reporter learned that most motor manufacturers are still unclear about the details of the notice and have not started to apply for it. However, the relevant personnel of the company have shown great interest in news of motor subsidies and have stated that they will start the work.

Some companies raised some questions after seeing the details of the notice. In the notice, it is required to apply for the promotion of enterprises in the domestic low-voltage three-phase asynchronous motor and high-voltage three-phase asynchronous motor annual promotion of not less than 300,000 kilowatts, or rare earth permanent magnet motor in the promotion of not less than 10,000 kilowatts. For this condition, some companies report that the amount of promotion in China is difficult to provide.

Because there are many motor sales channels, including 5% of the end-users, agents account for about 15%, 80% of the downstream machinery and equipment suppliers. In other words, the traceability of the product makes it difficult for the enterprise.

In addition, there are also doubts about the strength of the company's subsidies. The notice mentioned that within 30 days after the end of the year, the promotion company submitted an annual subsidy fund settlement report and reported it to the Ministry of Finance level by level. According to relevant persons in the company, the current promotion of energy-saving products by companies in the country is very small, mainly because profits are too low. The cost of energy-saving motors will increase by 20%, and the sales price will also increase. This allows companies to transfer their markets abroad. "This time, the domestic motor subsidies will not be reported until after the end of the year, and then go through grade approval. I feel that this cycle is too long and corporate funds cannot be timely repatriated."

Cao Limin believes that there are 20 or 30 domestic companies that meet this requirement. However, it is still unknown whether companies will be able to immediately profit from energy-saving motors through this subsidy.

Rough road all the way

Although some of the provisions of the regulation need to be further discussed, after all, the continued introduction of energy-saving regulations can be seen in the government's continuous efforts in energy conservation and emission reduction.

For a long time, problems such as the implementation of national mandatory standards and financial support, and the low profits of energy-saving products have become a stumbling block in the promotion.

In December 2006, the National Standardization Administration issued the mandatory standard "Limited value of energy efficiency and evaluation of energy conservation for small and medium-sized three-phase asynchronous motors" and implemented it on July 1, 2007. The document stipulates that the motor that is lower than the third-level energy efficiency should be banned from sale and set a four-year transitional period. After July 1, 2011, it will ban the sale of three-level energy efficiency motors.

In the past two years since the standard was implemented, the effect was not satisfactory. The reason why the state promotes mandatory performance-based labeling is that users can purchase motor products based on energy efficiency levels just as they do when purchasing home appliances, thereby promoting the promotion of highly efficient and energy-saving motors. In fact, the vast majority of end consumers do not generally see the energy efficiency label of the motor.

At present, the effectiveness of the energy efficiency labeling system in small and medium-sized motor companies is not satisfactory.

Song Zhongkui, executive deputy secretary-general of the China Energy Conservation Association, pointed out sharply: “The mandatory nature of mandatory standards is not the standard itself, but the implementation of the standards. It should be clearly defined by which department is responsible for implementation. The relevant regulations must also be detailed and operational. Sexuality, otherwise, there is no way to talk about coercion."

Judging from the experience abroad, the introduction of mandatory standards involves both positive and negative aspects. One is the positive energy efficiency labeling system, and the other is the reverse disciplinary system. For violations, the Energy Efficiency Label Management Center of the China National Institute of Standardization will impose a fine of up to 100,000 yuan on related companies, with weak penalties. At the same time, the relevant departments are mainly conducting energy efficiency label inspections for motor companies and neglecting to strengthen the inspection of motor products on the market.

There have been recent rumors that companies with second-class energy efficiency motors will not be able to sell in the market this year, but it seems difficult.
