**I. Tender Conditions** The tendering project for vehicle battery materials at Jilin Oilfield has completed all necessary approvals and filings as required. The funding source is confirmed, and the conditions for conducting a bidding process are fully met. The tendering entity is the Jilin Oilfield Branch of China Petroleum & Natural Gas Corporation. The bidding organization is the Tendering Center of the same branch. **II. Project Overview and Scope of Tender** Project Overview: This tender involves the procurement of car battery materials for Jilin Oilfield Company. The pricing is fixed but not quantified, valid for one year, with an estimated purchase value of 5 million yuan (excluding tax). Actual demand will be based on actual quantities. A manufacturer or authorized agent is to be selected. The winning bid price will be uploaded into PetroChina's material procurement system, and the procurement will be carried out through catalog purchasing. Qualification Requirements for Bidders** **(A) Qualification Requirements for Bidders** 1. The bidder must have independent legal status and provide a valid business license. The scope of business must align with the project requirements. Manufacturers must have a registered capital of RMB 100 million or more, while agents must have a registered capital of RMB 3 million or more. If an agent is submitting a bid, the manufacturer it represents must have a registered capital of RMB 100 million or more. 2. The bidder must provide a bank account opening permit. 3. If the bidder is a manufacturer, they must submit the previous year’s financial audit report (issued by an accounting firm, including balance sheet, cash flow statement, profit and loss statement, changes in equity, and notes). New companies should provide capital verification reports and recent financial statements. Agents must also submit their previous year’s financial audit report. 4. If the bidder is an agent, they must provide an authorization certificate for the product being tendered, including the project scope, deadline, and content. 5. Manufacturers must provide a valid ISO9001 quality management system certification. Agents must provide the manufacturer’s certification. 6. Manufacturers must have a valid ISO14000 environmental management system certification. Agents must provide the manufacturer’s certification. 7. Manufacturers must present a valid occupational health and safety management system certification (OHSAS18001 or GB/T28001). Agents must provide the manufacturer’s certification. 8. Manufacturers must provide a copy of the “GB/T 5008-2013 Starting Lead-Acid Battery” standard issued by a state-recognized inspection agency for the past three years (from January 1, 2014, to the bid submission deadline). At least one lead-acid battery product inspection report must be included, bearing the CMA mark. Agents must provide at least one test report from the manufacturer. 9. Bidders must meet the technical requirements outlined in this tender document. 10. In the past three years, the bidder must not have violated any laws or regulations, nor had major legal disputes with the group company or its affiliated entities. The bidder must not have been suspended, had property seized, frozen, or declared bankrupt. There should be no significant quality issues or accidents in quality inspections by the state, industry, or local governments. Legal representatives of the bidder must not be the same person for two or more legal entities. Only one entity per parent company, subsidiary, or holding company may participate in the tender. 11. If the bidder is an agent, each agent can only represent one brand. The manufacturer of the brand represented must meet the qualification requirements. If multiple brands are submitted under the same brand, all bids will be rejected. 12. Polycrystalline sillicon (also called: polysilicon, poly crystal, poly-Si or also: multi-Si, mc-Si) are manufactured from cast square ingots, produced by cooling and solidifying molten silicon. The liquid silicon is poured into blocks which are cut into thin plates. The solidification of the material results into cells that contain many crystals, making the surface of the poly-Si/ mc-Si cell less perfect than its mono-Si counterpart. Due to these defects, polycrystalline cells absorb less solar energy, produce consequently less electricity and are thus less efficient than monocrystalline silicon (mono-Si) cells. Due to their slightly lower efficiency, poly-Si/ mc-Si cells are conventionally a bit larger, resulting in comparably larger PV modules, too. This factor has to be considered if space is limited. Nevertheless, the advantage of poly-Si/ mc-Si cells is that they are easier and thus cheaper to produce.
