2. Name of the bidding project: Large-scale outdoor LED full-color display: the north side of the front of the Drum Tower Observatory Square (the elevated position of the north side of the square), the net screen area is about 52 square meters, (the ratio of length to width is 16:9), the height from the ground 7 meters. 3. Brief technical requirements / nature of the bidding project: See the technical parameters of Chapter III of the negotiation document for details.
4. Project construction period: Within 45 days after the contract is signed.
4. The bidder must meet the following conditions:
(1) Ability to independently assume civil liability;
(2) Have a good business reputation and a sound financial accounting system;
(3) Have the equipment and professional technical skills necessary to perform the contract;
(4) Have a good record of paying taxes and social security funds in accordance with the law;
(5) In the three years prior to participating in government procurement activities, there were no major illegal records in business activities;
(6) It has the “Business License for Enterprise Legal Person†issued by the administrative department for industry and commerce, with a registered capital of 3 million yuan (including 3 million yuan, the same below), and passed the ISO9001: 2000 quality system certification.
(7) The bidder must be the manufacturer of the product to be invested (production license holder).
(8) It has the certificate of the member unit of the China Light Optoelectronics Industry Association LED Display Application Branch and must be within the validity period.
(9) The bidders have more than three achievements in building large-scale full-color LED displays of more than 50 square meters in 2006-2008.
(10) The bidder must have an after-sales service point in the city of Yichun (providing a contract for both parties to the after-sales service).

6. Negotiation documents are available for sale from February 25, 2009 to March 2, 2009 at 8:30-11:30 am and 14:30-17:30 pm (Beijing time).
