At the same time, the energy authorities should formulate plans for the development of energy storage industries and project implementation plans, and define the scale and areas for the development of energy storage industries. In addition, the interest distribution mechanism for energy storage industry should be clearly defined, which will help increase industrial financing methods and increase the enthusiasm for industrial investment. Energy storage systems can exist in any link of the “resources-power generation-transmission-distribution-power use” of the power grid. The main body should be diversified, and investors such as power generators, grid companies, users, and third-party independent energy-storage enterprises should be encouraged to invest in the energy storage industry.

Third, improve the supervision and standards system. At present, it is necessary to set up a functional department that manages energy storage affairs in an integrated manner, and can effectively supervise and manage the implementation of supporting plans for energy storage projects and the operation of energy storage projects, and review the use of project funds. At the same time, we must also establish evaluation and review standards to truly reflect the value of energy storage systems.
