Seven ministries and commissions urged telecommunications users to use 8M fiber access this year

On April 9, the Ministry of Industry and Information Technology, the National Development and Reform Commission and other seven ministries and commissions recently issued a document requesting telecom operators to accelerate the construction of optical fiber broadband, accelerate urban fiber to the household, and rural fiber to the village, and proposed that urban users should achieve an average in 2011 8M broadband access capability, the city's average 2M broadband access capability.

Seven ministries and commissions encourage fiber broadband construction

The seven ministries include the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Housing and Construction, and the State Administration of Taxation, but there is no State Administration of Radio, Film and Television.

The "Opinions on Promoting the Construction of Optical Fiber Broadband Networks" (hereinafter referred to as "Opinions") jointly issued by the aforementioned ministries and commissions pointed out that we must fully understand the importance of the construction of optical fiber broadband networks and jointly promote the development of network construction.

The "Opinions" stated that the optical fiber broadband industry is one of the fastest-growing and largest development spaces in the current information industry. Promoting the construction of optical fiber broadband networks can upgrade network infrastructure, improve independent innovation capabilities, and promote the development of related industries. It has important strategic significance to respond to the impact of the financial crisis, expand domestic demand, maintain growth, promote employment, and even enhance the country's long-term competitiveness.

"Opinions" pointed out that in recent years, China's optical fiber broadband network has gradually begun to deploy, network coverage and access rate continue to increase. However, in the construction of optical fiber broadband networks, there are still problems such as difficulties in network deployment in the community, uneven development in urban and rural areas, and relatively scarce broadband applications. At the same time, due to the large investment and poor efficiency of the construction of optical fiber broadband networks in economically underdeveloped rural areas, telecommunications companies lack enthusiasm. Solving the above problems requires relevant policy guidance and support.

Urban and rural users' broadband access achieves 8M and 2M respectively

The seven ministries and commissions clearly proposed the direction and objectives of telecommunication operators to carry out the construction of optical fiber broadband networks, that is, the use of optical fiber to build broadband networks, which is guided by demand and based on the principle that optical fibers should be as close to users as possible to accelerate the deployment of optical fiber broadband access networks.

Specifically, optical fiber broadband networks are directly deployed in newly built areas, and established areas accelerate the network transformation of the optical network. Conditional commercial buildings and parks directly implement fiber-to-building and fiber-to-office, and conditional residential communities directly implement fiber-to-building and fiber-to-home. Give priority to the use of optical fiber broadband to speed up the construction of rural information infrastructure and promote fiber to the village. Strengthen the joint construction and sharing and effective use of optical fiber broadband networks, and actively promote the integration of the three networks. Simultaneously improve the backbone network transmission and switching capabilities, improve the backbone network interconnection and interoperability, improve network service quality, and ensure network and information security.

The near-term goal is that by 2011, fiber broadband ports will exceed 80 million, urban users will have an average access capacity of more than 8 megabits per second, rural users will have an average access capacity of more than 2 megabits per second, and commercial building users will basically achieve 100 Access capability of more than megabits per second.

Estimated investment over 150 billion yuan in 3 years

According to the forecast, the investment in the construction of optical fiber broadband network will exceed 150 billion yuan within 3 years, and the number of new broadband users will exceed 50 million.

The seven ministries and commissions in the "Opinions" require that the competent departments of the communications industry at all levels should cooperate with urban and rural planning, land and resources, municipalities and other departments to cooperate in the construction of optical fiber broadband, and ensure that telecommunications companies have equal access and maintain user choice. The competent department of the communications industry organizes telecommunications enterprises to participate in the formulation of relevant construction plans and project acceptance, and to reduce duplication through joint construction and sharing.

At the same time, telecom operators are required to be market-oriented, to unite with relevant enterprises in the industrial chain, to take advantage of their respective networks and technologies, to develop characteristic services suitable for optical fiber broadband networks, to accelerate innovation in broadband applications, to actively promote the development of triple-play services, and to promote industrialization. Integration with information technology to achieve win-win cooperation between all parties.
