A number of favorable policies in the fourth quarter introduced LED rush to save energy and reduce emissions

On September 27, the National Video Call Conference on Energy Saving and Emission Reduction was held. The meeting proposed that China should focus on optimizing the industrial structure, promoting energy-saving and emission-reduction, vigorously developing strategic emerging industries, accelerating the elimination of outdated production capacity, and vigorously developing a circular economy. In addition, the “12th Five-Year Plan for Energy-saving and Environmental Protection Industry Development” will be released at the 7th Environmental Protection Conference recently held. Among them, the focus on energy saving and environmental protection companies in tax deductions and raising industrial concentration will be the highlights of the plan.

Under the stimulation of the national policy, "energy saving and emission reduction" has become one of the key words in China's current economic restructuring, and industries related to energy conservation and environmental protection will also achieve significant development. The Shanghai Daily will successively launch the “Series of Industry Opportunities under Energy Savings and Emission Reductions” to provide readers with reference to the energy conservation and environmental protection industries and discover investment opportunities.

The State Council recently issued the "12th Five-Year Plan for Comprehensive Energy Conservation and Emission Reduction Work" (hereinafter referred to as the "Program"), and clarified that "energy saving and emission reduction" will continue to be an important part of adjusting the economic structure, transforming the mode of economic development, and promoting scientific development. Grabs and breakthroughs were given priority in the "12th Five-Year Plan" period.

Among them, green lighting energy-saving renovation, energy-saving technology industrialization demonstration projects, energy-saving products Huimin projects have been listed as key energy-saving projects. In addition, in the promotion of commercial and civil energy conservation, the "plan" also clearly pointed out that it is necessary to speed up energy-saving renovation of facilities, strictly manage energy use, guide consumer behavior, and promote the use of energy-efficient home appliances and lighting products among residents. And the "semiconductor lighting" included in the "intensify energy-saving emission reduction technology industrialization demonstration" project.

When “energy saving and emission reduction” became one of the key words for economic development, semiconductor lighting showed its indispensable strategic position. Relevant statistics show that lighting electricity consumption accounts for 12% of the total electricity consumed by the society, and there is a huge potential for energy saving and emission reduction. According to the China Roadmap for Phase-out Incandescent Lamps (Draft for Soliciting Opinions) published by the National Development and Reform Commission, by 2016, China will completely phase out the use of incandescent lamps for general lighting, which is expected to save 48 billion kilowatt-hours of electricity annually.

The reporter learned that a number of guiding policies for semiconductor lighting in the fourth quarter are expected to be introduced in succession, becoming an important help for the implementation of “energy saving and emission reduction”. On the one hand, the Ministry of Finance is working with the NDRC and other competent authorities to plan to subsidize semiconductor lighting products and it is expected to be launched in the fourth quarter. In addition, the Ministry of Science and Technology's guidance on implementing measures for the “Ten Cities and Ten Thousand Peoples” is also expected to be released in the fourth quarter.

Industry insiders believe that this will further shake the LED lighting application market, accelerate the demonstration application and popularization of LED lighting, and is expected to fundamentally ease the expected pressure of chip overcapacity. By the end of 2015, China's LED lighting penetration rate is expected to reach or even exceed 20 %.

Subsidy to stimulate LED lighting terminal applications According to informed sources, the Ministry of Finance in conjunction with the Development and Reform Commission and other competent authorities will soon subsidize semiconductor lighting products, is expected to start in the fourth quarter, will give priority to launch for indoor lighting and commercial lighting product subsidies, such as downlights, Spotlights, then gradually expand the subsidy and scope.

It is reported that the National Standardization Management Committee has completed 23 LED national standard solicitation opinions. Industry insiders believe that this has cleared the standard environmental barriers for the implementation of subsidies.

According to reports, the initial stage of the subsidy will be jointly promoted by energy-saving lamps and LED lighting, and then gradually increase the proportion and share of LED, and compact the share of energy-saving lamp subsidies and efforts. "Subsidies play more of a leverage role in leveraging market applications." The source said, "This will not only promote the expansion of semiconductor lighting applications in the primary market, but will also stimulate the start-up of commercial lighting in the secondary and tertiary markets."

The reporter also learned that the guidance provided by the Ministry of Science and Technology regarding the implementation measures of “Ten Cities and Ten Thousand Peoples” is also expected to be released in November to provide overall guidance for the implementation of “Ten Cities and Ten Thousand One Estates” projects and to further standardize the implementation of policies.

The industry believes that a number of guidance policies will be issued in the fourth quarter and will further shake the LED lighting application market. According to the forecast of the National Development and Reform Commission, during the “12th Five-Year Plan” period, the LED industry is expected to achieve a quadrupling target. By the end of 2015, China's LED lighting penetration reached 20%. The industry generally estimates that it is more optimistic. It is estimated that by 2015, the penetration rate of Outdoor LED Lighting in China will reach 60%-80%, the penetration rate of indoor and commercial LED lighting will reach 25%-30%, and the penetration rate of indoor home LED lighting will be about 5%- -10%, the overall penetration of LED lighting in the Chinese market will reach or even exceed 20%.

In terms of policy guidance to incite market applications, local governments have taken the lead. It is reported that Guangdong Province has considered free promotion of LED lighting, according to its plan, next year is the opening year of LED lighting into indoor lighting, by 2015, LED lighting accounted for 30% of Guangdong's indoor lighting. In the next two years, more than 600,000 LED Street Lights will illuminate the night sky in the Pearl River Delta metropolitan area.

In addition, the "Interim Measures for the Administration of Subsidy Special Funds for Semiconductor Lighting Application Project of Ten Cities in Ten Cities in Ningbo City" also proposes that, from 2011 to 2015, the municipal finance will arrange 10 million yuan each year, and the financial arrangements of the county (city) district and the administrative committee shall be coordinated accordingly. The budget has set up a special fund for the subsidy and promotion of the “10 City Wanhao” semiconductor lighting application project in Ningbo. Of particular note is that in addition to road and landscape lighting, interior lighting is also subsidized.

The structural surplus in the industry is expected to ease. In fact, the entire LED industry is currently in a crisis of structural oversupply. The prices of sapphire substrates, chips, packages, and applications in the industry chain have been declining. According to GLII, from January to July this year, the price of 2-inch sapphire substrates fell from the highest of 35 US dollars per piece at the beginning of the year to the current 13-15 US dollars per chip, with an average decline of more than 50%. LED chips have an average price reduction of 25%; LED packages have an average price reduction of 23%; LED applications also have an average price reduction of 21%. The price changes of different types of products are quite different, and the price drop of some light strings is even as high as 75%.

Shenyinuo Wanguo pointed out in the research report that the LED lighting cost has decreased by 28% in the past decade. It is expected that the lighting cost will continue to decline at a rate of about 25% per year in the next 2-3 years. At present, the price of LED lamps is also continuously declining, which is 20%-30% lower than that at the end of 2010, and it has obvious economic benefits in the commercial field.

Industry analysts generally believe that on the one hand, prices and costs are reduced, and subsidies on the other are about to be put in place. Once LED products are selected for green lighting projects, the price difference with energy-saving lamps is expected to shrink further, which will help to open up its terminal market. Fundamentally ease the expected pressure on chip overcapacity.

In addition to policy guidance and stimulation, the increasingly high electricity prices also make semiconductor lighting application substitution inevitable. Japan is a typical case in this respect. According to LED inside statistics, the penetration rate of LED lighting in Japan in 2010 was 10%. After the Great East Japan Earthquake this year, the penetration rate of the Japanese LED Bulb market in the second quarter has reached 25% to 30%, which is a significant increase from 10% to 15% in the first quarter and is expected to reach 30% to 35% in the third quarter. .

Samsung Director of Sales of Samsung Lighting China, Nai Naibin, pointed out that Japan's post-quake power cuts and high electricity prices are important reasons why LED Bulbs quickly enter the home market from the commercial and public markets. In addition, the Japanese government actively promotes and subsidizes high subsidies, and brings benefits directly to users and consumers, leading to accelerated growth of the LED lighting application market.

Tang Naibin said that as China's domestic electricity consumption rises, the rising trend of energy costs caused by “electricity shortages” has become a foregone conclusion. Since 2004, terminal sales prices have also been steadily raised, and consumers have already had the incentive to replace LED lighting products. .

Ruifeng Optoelectronics chairman Gong Weibin pointed out that once the government promotes LED lighting applications through subsidies, it will be good for the entire LED industry, but it will be reflected first in the application of downstream products, ease the current structural excess, and then gradually lead to packaging and chips. , but the latter may not be so fast. He also revealed that the current chip prices have gradually stabilized.
